ACTUAL BEHAVIOR

Modified structure from OBDX status is going as In progress and Authorized.

EXPECTED BEHAVIOR
-----------------------
Authorized structure should go as Open Authorized.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create LM structure from OBDX
2. Authorize the LM structure at OBLM.
3. Modify the structure at OBLM and update the Effective Date and make structure as Active.
4. Save & Authorize at OBLM.
5. Pick the same structure and modify at OBDX level.
6. Structure is coming as In-Progress & Authorized to OBLM.
BUSINESS IMPACT
