After Deployment Of QPS 18.3.14.0.0, User Is Not Able To Create New Alert. UI Error "Message Body Cannot Be Empty" Is Observed. (Doc ID 2916525.1)

Symptoms

After deployment of QPS 18.3.14.0.0, user is not able to create new alert, below error is observed.

ERROR

Message Body cannot be empty

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Login to OBDX with admin user
2) Navigate to alert Communication
3) Click on "Create" button.
4) Select the module and sub-Module
5) Select the alert type
6) For eg: Click on email/SMS/Push Notification and try to give the message body, subject and other required details.
7) Click on "Save" button.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, user is not able to create new alert.

Issue is observed after deployment of QPS 18.3.14.0.0.
