PROBLEM:Standing Instructions - Referral Queue Not processed 14.x (Doc ID 2916617.1)

On : 14.5.0.0.0 version, Production Support-SET

ACTUAL BEHAVIOR
---------------
  Standing Instructions - Not processed :: Referral Queue

EXPECTED BEHAVIOR
-----------------------
 Referral queue to be processed properly.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create an SI contract with action code as W.
2. Make payment for the created SI contract.
3. Launch the screen STDREFEQ screen and fetch the account number to be
processed. In the Unposted tab, check the pay flag and save it.
4. Run the intra day batch to process the record in the referral queue.

Referal queue functionality is not working.
