Symptoms

ACTUAL BEHAVIOR

In the party preferences screen, if Global limits are not maintained in the system, the error is shown on the Review screen instead of the initiation screen.

EXPECTED BEHAVIOR

The expectation is this validation error should be shown in the initiation screen.

STEPS

The issue can be reproduced at will with the following steps:
1. log in to an application as an admin user
2. party preference -> create -> don't maintain Global limit -> System showing error on review screen

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users face a bad UI experience.

Changes

 No changes done to hardware/product or environment cause this issue.
