"Failed to load PDF document." Error on Opening the Downloaded Pdf File on View Import Bill Screen (Doc ID 2918055.1)

When attempting to open the downloaded PDF on view bill import screen, the following error occurs.

Failed to load PDF document.

The issue can be reproduced at will with following steps:
1. Login to the application.
2. Navigate to Dashboard--> Toggle menu--> Trade Finance--> Import Letter of Credit--> View Bills.
3. Search the expected results and click on download. Click to open the downloaded file.
