ACTUAL BEHAVIOR

OBLM Charge maintenance are not triggering.
EXPECTED BEHAVIOR

The charge population should happen as per the maintenance.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Maintain the charge in OBLM
2. Trigger the Job.
3. Verify the charge population.

Due to this issue, charges are not applying in the system
