For faster payments contracts, ECA blocks are not released.

ECA blocks should have released once faster payments contracts are successfully processed and accounting actions complete

STEPS
-----------------------
1. Do faster payment contract
2. Check ECA blocks are released after accounting is complete in OBPM.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot use the blocked funds.

Changes

Released script will release the ECA block where OBPM is standalone and FCUBS 12x version in use and fast accounting not present.
