Symptoms

ACTUAL BEHAVIOR
---------------
Error debug/handling in JSVPRC, with DB flow

E.g OUTBOUND_CALL_Q = N (DB flow is being used and not MDB EJB queue flow)


EXPECTED BEHAVIOR
-----------------------
Job Failures should be updated with Failed status in MDB as well as DB flow.
