Symptoms

ACTUAL BEHAVIOR
---------------
If the virtual account title has special characters, the service throws incorrect response code as 400

EXPECTED BEHAVIOR
-----------------------
If the virtual account title has special characters, the service should provide 202 as the response like other business exceptions sent from the base service.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a virtual account with special characters in Title.
2. Fetch the VA accounts.
3. System displays the response code as 400

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, incorrect response has been received.
