Vendor assignment allocation setup not allowed for ALL Repo storage state

User trying to setup vendor with channel as GAI . For every assignment allocation for GAI we are require to setup for individual Repo storage state.


EXPECTED BEHAVIOR
-----------------------
Vendor assignment allocation setup should allow All.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Added a New Vendor for Generic Auction Interface
2. Added a new Vendor Assignment Criteria with Repo Storage state as All
3. While adding new vendor to assignment allocation, drop down shows all vendors in GAI belonging particular Company, Branch.
