System Reopen the structure.

EXPECTED BEHAVIOR

System should validate the accounts if it is already part of other structure at the time of Reopen and provide a error message.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Close 1 Pool structure.
2. Create a new structure and authorize the structure with the same accounts which are available in closed Pool structure.
3. Now reopen the closed structure - System allows to reopen where the structure which are part of already a new structure which is available in the system.
