SMSJOBBR - Internal Server Error when EMS OUT Job is Started (Doc ID 2927769.1)

On : 14.5.0.0.0 version

SMSJOBBR - Internal server error when we start the EMS OUT job.
From the debug logs we can see that system is failing when trying to update mstb_dly_msg_out table for the unprocessed(msg_status='G') with below errors

ORA-06502: PL/SQL: numeric or value error: number precision too large
ORA-06512: at "MSTR_MSOB_INCR_MOD", line 17
ORA-04088: error during execution of trigger 'MSTR_MSOB_INCR_MOD'

STEPS

The issue can be reproduced at will with the following steps:
1. Go to SMSJOBBR.
2.Start EMSOUT job
