ACTUAL BEHAVIOR

Duplicate entries in LMX_TB_EXTERNAL_SYSTEM_LOG. Example for reference : OBLMREF100123780
EXPECTED BEHAVIOR

Single entry should be available in the table for the respective LM_TRANS_LOG_NO
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1)Initiate adhoc structure sweep
2)When there is a failure in handoff, there are duplicate entries in LMX_TB_EXTERNAL_SYSTEM for lm_trans_log_no
3)In case of failure system is generating duplicate messages with P status . It should update old records with status E while retry (edited)
