Symptoms

On : 14.3.0.0.0 version, Production Support-SET

EL-TRANS-01 during EOD Batches fails to update utilizations

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run EOD Batches
2. Verify the Utilizations to be posted as part of EOD
3. Verifyt the Error logs

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, it is impacting all the modules as ELCM utilization is failing in Batch due to EL-TRANS-01 error.
