Bill Payment Failing with Error " System cannot process the request currently, please try later & Persistence exception occurred" (Doc ID 2928972.1)

Symptoms

When attempting to do Bill Payment from OBDX
the following error occurs.

ERROR

1) System cannot process the request currently, please try later.
2) Persistence exception occurred

STEPS

The issue can be reproduced at will with the following steps:
1.Login to OBDX Application as a retail user
2. Go to Bill Payments module ---> Perform self Bill Pay
3. click on confirm button ,"Error as mentioned above is noted"

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot do Bill Payments

No changes done to hardware/product or environment cause this issue.
