"Report Access Not Allowed" Error Displayed When API Consumption Report Is Initiated. (Doc ID 2929377.1)

While trying to generate an ADHOC API Consumption Report, the below error is observed.

"Report access not allowed."

STEPS
-----------------------------
The issue can be reproduced with following steps:
1. Login via Administrator.
2. Use the Toggle menu and navigate to Reports > Report Generation.
3. On the screen go to ADHOC tab and select API Consumption Report and fill the required fields for corporate user type.
4. This is an important step :
    Clear the all fields using Clear button.
5. On the screen go to ADHOC tab and select date wise user creation report and fill the required fields for corporate user type.
6. Click on Generate Report button.
7. When users clear all fields and re-initiate the transaction
    The user receives the error message "Report access not allowed."
