Multiple allocation rules with same priority can be initiated.

EXPECTED BEHAVIOR
-----------------------
If there exists allocation rule with same priority in pending for approval bucket, system should not allow initiation of new rule with same priority.

STEPS
-----------------------
The issue can be reproduced with following steps:
1. Login via corporate maker. Navigate to Toggle menu > Receivables Management > Reconciliation > Create Allocation Rule
2. Fill in all necessary details and priority. Make sure the request is in pending for approval state.
3. Repeat step 2 with same priority. Make sure it is in pending for approval state.
