Symptoms

ACTUAL BEHAVIOR
---------------
One time setup charge is taken again from customer when the pricing scheme is modified.

EXPECTED BEHAVIOR
-----------------------
One time setup charge should not be debited from customer when he is onboarded already and one time setup charge is already taken.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to OBLM, select a customer who is already onboarded and pricing scheme is defined for the customer.
2. One time setup charge for the pricing scheme attached should be taken again.
3. Unlock customer parameter screen and modify the pricing scheme.
4. Save and authorize.
5. Check after EOD one time setup charge levied again for the customer.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, Charges are not getting debited.
