Goal

Unable to view BIC code in ISDBICPB if BIC code is closed in ISDBICDE

Steps to reproduce issue:

1. One BIC code is closed in ISDBICDE and not authorized.
2. Same BIC code is closed in ISDBICPB and not authorized.
3. The unauthorized BIC code is authorized in ISDBICDE.
4. Unable to view the BIC code in ISDBICPB in description screen.
5. Issue: Record is in unauthorized status 'U' for the BIC code in ISDBICPB table.

Please confirm on the functionality.
