User unable to sort Effective Date

 User should able to sort Effective Date

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Login to OBLM
2.Navigate to Interest and Charges --> Rate Input Maintenance --> View Rate Input Maintenance
3.Observe the Effective Date under Rates

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot Effective date wise sorting is not available.
