ACTUAL BEHAVIOR

Payee validation fails when the secondary account holder name is entered.

EXPECTED BEHAVIOR
-----------------------
Payee validation should be allowed when the secondary account holder name is entered.

STEPS
-----------------------
The issue can be reproduced with the following steps:

1. Login via Corporate user.

2. Navigate to Payments > Payments and Transfers > Manage Payee

3. Select one primary account payee.

4. Create a new secondary account payee for the same account.

5. While creating payee the validation gets fails when secondary account holder name is entered.
