Access Denied Coming In Adhoc Internal Transfer And Add Payee Screen (Doc ID 2941256.1)

Symptoms

When attempting to do ad-hoc internal transfer and add new Payee,
the following error occurs.

ERROR
-----------------------
Access Denied
Access Denied. User does not have permission to perform this transaction.



STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log in as customer
2. Go to Payments >> Payments and Transfers >> Adhoc Payment
3. Above errors are seen.


1. Log in as customer
2. Go to Setup - Manage Payees
3. Click on Create button
4. Select Bank Account
5. Above errors are seen.

The issue has the following business impact:
Due to this issue, users cannot do Adhoc internal transfer and Add new Payee
