When attempting to execute a gateway call for operation BatchAuthorize of FCUBDEService,
the following error occurs.

          <ECODE>GW-ROUT0008</ECODE>
          <EDESC>User does not have the rights to perform the
operation</EDESC>
     </ERROR>
</FCUBS_ERROR_RESP>

1. Run gateway request on SoapUI for FCUBDEService.
2. Get error in response
