Symptoms

ACTUAL BEHAVIOR

'Search' and 'Clear' buttons are disabled in 'User Management' screen but still functioning. List of users loads even if the buttons are disabled.

EXPECTED BEHAVIOR
-----------------------
'Search' and 'Clear' buttons should not function if they are disabled.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login as 'Admin' user
2. Open toggle menu and navigate to Onboarding > User Management
3. Without selecting 'User Type' dropdown search a Party ID
4. Once the 'Party ID' prepopulate, click on the disabled 'Search' button
5. Observe, list of users still loads even if the button is disabled
