ACTUAL BEHAVIOR

C2B Hybrid jobs running flag status as N even after server restart and C2B jobs are running.

EXPECTED BEHAVIOR
-----------------------
C2B Hybrid jobs running flag status should be Y after server restart and C2B jobs are running.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. In upgraded PS 14.5.0.6.0, do server start
2. Check in PMDSJBPR screen, running flag for C2B seed job sets to Y

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot see the correct running status for C2B payment seed jobs, though C2B job is running after server start.

Changes

 Application changes will set running flag to N only on server start and not during execution of C2B payment seed jobs.
