ACTUAL BEHAVIOR
---------------
Faster Payment - Inbound Recall Accept is going to ECA queue

We accepted the inbound recall and expected the system to post reversal accounting entry. But instead, recall is getting rejected and transaction is moving to ECA Queue. We checked the account having sufficient balance still transactions are going to ECA queue with ECA amount as 0.00.

It should not have incorrect behavior.

The issue has the following business impact:
Due to this issue, Inbound Recall Accept is going to ECA queue

Changes

 Debtor amount is now set in EC creation and also Eca block reference number is set
