Symptoms
When attempting to add a newly created user to the user group,
following error occurs.

Number of users in the user group exceeds max limit
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to the application
2. Navigate to User management-->Create user, create a new admin user
3. Add this user to the admin user group
