Unable to proceed with multiple transfers

When trying to save a payee, a pop-up box is shown with the text "Payee Account Name Validation"

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login into obdx by retail/copr user
2. go to multiple transfer page
3. try to do the transaction a pop-up box is shown with the text "Payee Account Name Validation"

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot do multiple transfer.

 Patch set 21.1.0.7.0 applied.
