FX: Contract Cannot Be Authorized (Doc ID 2954924.1)

Symptoms

We create a new contract with Spot product and it is saved successfully.
When we try to authorize, the Error: Failed to select Web Service User Option. Please maintain proper details in External Payment System Maintenance screen appears.

The issue can be reproduced at will with the following steps:
1. Create a new contract.
2. Save it.
3. Authorize and check whether it is Authorized or not.
