STEPS

The issue can be reproduced at will with the following steps:
Unable to reopen the Guarantee contract when limit is attached. fix of 3-31233053191 is deployed and available in environment.
It is observed that the issue is occurring specifically when we try to reopen a contract where already Reopen attempt is done and deleted before authorization. please find below steps.
Use non auto auth user.
1.Create Guarantee with Limit.
2.Close the Guarantee contract.
3. Reopen the contract. Contract is reopened and not yet authorized.
4. Delete the not authorized contract record which was reopened. Deletion completed.
5. Query the same contract and click on reopen.
6. On Save getting the error as - ST-AMND-004!Record Event Sequence Number-3:Version Number-3:Customer No-052147819:Linkage Reference No-FIN_LIMIT2:Party Type-APP:Linkage Type-Linkage Type.F cannot be Added to ~ST-AMND-006!Record Event Sequence Number-2:Version Number-2:Customer No-052147819:Linkage Reference No-FIN_LIMIT2:Party Type-APP:Linkage Type-Linkage Type.F cannot be Deleted from
Unable to reopen the contract.


Expected result : Contract to be Reopened sucessfully.

Changes

 Fix provided, On reopen, OBTF has to sent only ALTER request. the changes is done based on comments from ELCM team .
