Symptoms
ACTUAL BEHAVIOR
---------------
'Admin Maker' is able to successfully create an 'Authentication' transaction without authorization from 'Admin Checker'.
EXPECTED BEHAVIOR
-----------------------
If 'Approval Rule' is set then the authorization request should go to the 'Admin Checker', 'Admin Maker' should not directly create an 'Authentication' transaction.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login as 'Admin Maker'
2. Open toggle menu and navigate to 'Authentication' transaction
3. Initiate transaction and observe it is successfully getting initiated instead of authorization from 'Admin Checker'
