OBPM 14.5.4.0.0: SDMC File Uploaded Before Processing Cutoff Should Be Considered For Same Day (Doc ID 2959542.1)

Goal

Bank is testing one scenario wherein customer uploads a SDMC file just before the cutoff, System should accept the payment for processing on the same day and it should not place it in any cutoff queues.

Currently, The cutoff time is maintained as 16:30 PM for both RTGS & SWIFT & File Uploads. And, if the customer uploads/approves a SDMC file at 16:29 and reaches OBP at 16:29, system should consider the entire file for processing on same day.

But, currently system places the file in the cutoff queue while deriving the individual network transactions.

Expectation is System should consider the File received timestamp in deriving the cutoffs.
