ACTUAL BEHAVIOR

ECA block not cleared after the payment has been liquidated
EXPECTED BEHAVIOR
-----------------------
ECA block to be cleared after payment is liquidated
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Identify the payment which are stuck in ECA Queue.
2. Bank IT team marks the queue status in PQTB_QUEUE_ACTION_LOG as Timed out to retry the Payment.
3. Retry the Payment.
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot withdraw funds from the account due to ECA block not cleared from the account.
