ACTUAL BEHAVIOR

None of the IF conditions in format are getting evaluated
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Setup Advice FORMAT for ADHC_FEE_ADV (ADHOC_FEE_ADV_Format.txt) in OLDADVFM
2) Create a New Facility contract using FCDTRONL
3) Input the Fees for new Facility Contract using LFDACFIN
4) FELR Event will get trigger after Auth in LFDACFIN
5) ADHOC_FEE_ADV will get generated in FELR event
