ARVN is not happening for the uninitiated loans until the value date of the loan. Also, on the value date, loan is getting initiated and rate still remains same (as of the booking date rate).

ARVN is Processed during uninitiated loans until the value date of the loan.

The issue can be reproduced at will with the following steps:
1. Due to the additional check introduced in v14 ARVN processing logic.
2. In v14 ARVN to pick up the max of effective date from CLTBS_ACCOUNT_UDE_VALUES which is less then current application date.
3. When an uninitiated loan is created, effective date of UDE is populated as the value date of loan which will be in future in uninitiated loan case.
4. ARVN won’t be triggered for uninitiated loans until the value date of the loan.
5. In v11, this additional check is not there, hence ARVN is triggered until the value date of the loan, and when the loan is initiated, it will have the latest rate available in the system.

The issue has the following business impact:
Due to this issue, users cannot get the ARVN uninitiated Loans.
