Symptoms

After 19C upgrade, Batch jobs for CURRENCY EXCHANGE RATE FILE UPLOAD is having performance problems.

on a daily basis the jobs finishes in seconds. But on Month End, the job thread is stuck at READY status during Batch job processing. After a few hours (1.5 hours, sometimes 2 -3 hours ), The job automatically starts running and then completes in a few second.
