Chinese Language Pack Not Working

Symptoms
On : 22.1.0.0.0 version,
ACTUAL BEHAVIOR
NLS File are missing for chinese language pack.
When User select Chinese language from UI api-calls go with locale=zh-Hans-CN it has to be locale=zh_CN due to
this user are not able to see chienese NLS and also facing DB errors.
In resource/nls only 63 files with language code zh_CN are there and other files have other codes.
EXPECTED BEHAVIOR
All NLS Files should be available for chinese language pack.
STEPS
The issue can be reproduced at will with the following steps:
1. download QPS 22.1.0.3.0
2. Download chinese language pack for the mentioned version
3. NLS are missing for the same.
BUSINESS IMPACT
The issue has the following business impact:
Due to this issue,users are not able to see chinese NLS and also facing DB errors.
Changes
No changes done to hardware/product or environment cause this issue.
