SDMC Bulk File Is in Error Status as Few Records in File Fails with Error "System cannot process the request currently for specified account, Kindly retry"

When attempting to perform bulk file upload with corporate user for Single Debit Multiple Credit(SDMC) file type with more than 100 records, sometimes processing of few records fails, as a result entire file is marked in "ERROR" state
following error occurs.
System cannot process the request currently for specified account, Kindly retry
The issue can be reproduced at will with the following steps:
1. Login to the application
2. Navigate to File Upload-->Upload a File
3. Select appropriate identifier and upload Internal SDMC file
