ACTUAL BEHAVIOR
---------------
While unlocking CL account with Hold status using another user is failing



EXPECTED BEHAVIOR
-----------------------
System should not throw error while unlocking CL account with Hold status from different user.




STEPS
-----------------------
1. Maker will capture the CL account details and put on hold and leave.
2. From different user try to unlock the hold CL Account and make changes and try to save.
3. System throws error 'CL-REV-01'


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, unable to make changes for hold CL account using different user.
