Symptoms

ACTUAL BEHAVIOR
---------------
Bulk file upload sending duplicate ECA requests to FCUBS.

EXPECTED BEHAVIOR
-----------------------
System should process transaction after one ECA success response.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Upload Payment file via OBDX.
2. Once the file is uploaded check the transaction status.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Upload payments not getting processed .
