Facility should be updated correctly.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Book a loan contract
2.Do a MLIQ transaction
3.Reverse that MLIQ transaction
4.After reverse utilization of liability and facility should update , now it is not updated


BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, facility is not updated properly.

Changes

  Code correction done during payment system will do proper backup data in backup(cltb_acc_coll_link_paydt) table so that during payment reversed system restored proper utilized amount in table and also system will do update utilization amount in table cltb_acc_coll_link_dtls during waived amount payment in CLDPYMNT - Manual payment screen.
