ACTUAL BEHAVIOR
---------------
System Posted two reversals through the FCUBSRTService Web Service and its often happened Flexcube does not stop the second reversal of the same RT transaction.

EXPECTED BEHAVIOR
-----------------------
Once an RT transaction is reversed system should not allow to reverse it again through webservice.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Post RT transaction.
2. Send 2 reversal requests for the same transaction, system posts reversal twice against each reversal request.

The issue has the following business impact:
Due to this issue, a transaction is getting reversed multiple times.
