Account transfer is happening when account is with No Debit

Hi,
Pls find the simulations steps.
1. Create CASA account then change the status change with AC_STAT_NO_DR,AC_STAT_FROZEN & AC_STAT_DORMANT to 'Y'
2. do account transfer through CSDACCTR screen.
3. Run EOD.
Actually we are getting AC-VAC07 error but in CSTBS_ACC_TRFR_EXCEPTION log table we are not able find it & branch transfer is happening
