ACTUAL BEHAVIOR

OBBR_On save of Slab/Tier Price rule, system gives error for not entering the field values .
On save of Slab/Tier Pricing rule system is giving error for not entering the 'To" and "Amount" field values even though it is not required to be added.
 
EXPECTED BEHAVIOR
------------------------------------
User should not get any error.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Input details of price rule for Slab/Tier by giving required values.
2. Save the record, system gives the error for not entering the 'To" and "Amount" field values.
3. Give some dummy values in the fields( Do not click add)
4. Record gets saved and saved record will not have the dummy values.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot save Slab/Tier Price rule.

Changes

 On save input field made non mandatory.
