Pain.001- Cross Border Transactions Without CRLQ (Doc ID 2980044.1)

Symptoms

An uploaded pain.001 file created outward cross border transactions, for which only DRLQ is triggered. 

When uploading a pain.001 file, that creates outgoing RTGS cross border payments, the system is not triggering the CRLQ event, because the multi-credit transfer is getting set to Y. 

Even if batch booking in the uploaded file is true, as long as the GENERATE_MT102 is N, system should not set the multi-credit transfer to Y
(as the Bank does not generate MT102 messages at all) and shall generate single MT103 messages.
