Clarifications queries on KYC MB rules

Please advise if it is a good practice to insert new N_RISK_PARAM_WEIGHT values from Backend directly.

(1) We are having to update a few values from the backend as on the user interface the parameter codes for some jurisdictions go into more than 1 page. So when the total of weights on page 1 is less than 100, there is a validation check that prevents us from moving to page 2!
(2) If backend uploads are OK, is it a good practice to turn F_ENABLE to 'N' for existing values before uploading new values (or) entirely replacing the existing set entirely (we will make a backup of the previous set of course)? (Are there primary key restrictions)
