Symptoms

ACTUAL BEHAVIOR
---------------
ICEOD- EOD is run and IC accrual is not happening for the Newly created CASA account

Attached the logs for references.

EXPECTED BEHAVIOR
-----------------------
ICEOD- EOD is run and IC accrual will happen for the Newly created CASA account

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Created a new CASA account.
2. The account has a Debit balance , Debit product DCOR is attached to the CASA account.
3. EOD is run.
4. The Debit accrual has not happened for the account.
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users ICEOD- EOD is run and IC accrual is not happening for the Newly created CASA account

Changes

 The IC inconsistency data present in the branch and the ICTB_PARAMETER was having IC_DATA_CONSISTENCY_CHECK with Value as Y. Due to which, system skipped the IC process after validating the inconsistency records.
