A pass through RTGS cross border payment has been uploaded and ends un in Network Resolution Queue.
The user is forcing the payment from PMSINBRW screen.
When the second user authorizes the payment it goes in BO queue, although the UETR and reference in tag 20 are unique and there is no other message in the system with the same references.
