Goal

 On : 14.7.0.3.0 version, Implementation Support

pacs002S2 is not processing for sepa CT

issue - upload is failing for parsing xsd. even when the xsd is present in path and same in maintained in PMDCONFL screen for pacs002s2.

expected - file should get uploaded

ERROR
-----------------------
org.xml.sax.SAXParseException; lineNumber: 1; columnNumber: 106; cvc-elt.1: Cannot find the declaration of element 'Document'.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. create outgoing sepa ct transaction and pacs008 is dispatched.
2. upload pacs002s2 for the rejection.
