Error "No Supported Accounts Error" Is Observed on Creating User Rule from Admin Application (Doc ID 2984812.1)

Symptoms

When attempting to create user rule from admin application,
multiple pop-ups of following error message are seen on screen.

No Supported Accounts Error

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to application with Admin user
2. Navigate to Rules Management-->Create Rule
3. Input Party Id, click create
